Image to PDF at a glance

Image to PDF is a free tool that puts pictures of any common format onto PDF pages as one document. It accepts JPG, PNG, WEBP, GIF, BMP and multi-page TIFF files together, and an animated GIF contributes its first frame. It runs in your browser, so nothing is uploaded and no account is needed.

Limits · Files up to 1 GB each · Any number of files at a time · Free and unlimited, no account needed

How to use Image to PDF

  1. Gather your images

Choose images in any mix of formats, or drop a whole batch on the page.

  2. Let your browser convert

Wispdf reads each format on your device. GIFs use their first frame, and multi-page TIFFs are supported.

  3. Save one PDF

Download a single PDF holding every image you added.

What Image to PDF does

Converting images to PDF means placing pictures of any format onto PDF pages so they can be shared as one document. Wispdf's Image to PDF accepts JPG, PNG, WEBP, GIF, BMP and multi-page TIFF files together, right in your browser. Animated GIFs contribute their first frame. Nothing is uploaded, and it is free with no account.

People use it to

  • Turn WEBP images saved from websites into a PDF mood board for a client
  • Combine a multi-page TIFF from the office scanner with phone photos
  • Collect old BMP and GIF files from a family archive into one PDF

What's included

Six formats at once

Mix JPG, PNG, WEBP, GIF, BMP and TIFF in the same batch. No need to convert them one by one first.

Multi-page TIFF

TIFF files with several pages, common from office scanners and fax software, are supported.

GIF first frame

Animated GIFs can't move in a PDF, so Wispdf uses the first frame as a still image.

Questions about Image to PDF

Which image formats does Image to PDF accept?
Image to PDF accepts JPG, PNG, WEBP, GIF, BMP and TIFF, including multi-page TIFF files. You can mix them freely in one batch. Animated GIFs contribute their first frame. For iPhone photos saved as HEIC, use HEIC to PDF instead, which is built for that format.
Is Image to PDF free, and is there a limit?
Image to PDF is free and unlimited, with no account needed. It runs on your device, so there is no daily cap or file count limit. The practical ceiling is your device's memory, which works out to comfortably around 1 GB of files on a computer and less on a phone.
Do my images get uploaded?
No. Image to PDF reads and converts every file inside your browser, so your images never leave your device and never reach our servers. That holds for every format it accepts, from everyday JPGs to large TIFF scans, and it means there is nothing for us to store or delete.
How do I convert WEBP images to PDF?
Open Image to PDF, press Choose images and select your WEBP files, or drop them on the page. You can add JPGs, PNGs or other formats in the same go. Wispdf puts them together into one PDF in your browser, ready to download.
What happens to an animated GIF in the PDF?
A PDF page can't play animation, so Image to PDF uses the first frame of each GIF as a still picture. If a different moment in the animation matters more, save that frame as a PNG or JPG first, then add it to Image to PDF alongside your other images.
Can I use Image to PDF on my phone?
Yes. Image to PDF works in any modern browser on iPhone, iPad, Android, Windows, Mac, Linux and Chromebook, with no app to install. Phones have less memory than computers, so if you are combining many large TIFF scans, a laptop or desktop will handle the batch more comfortably.
